The wind howls, kicking up flurries of snow against his heavy coat. He hears footsteps crunching on the permafrost and turns sharply, his hand instinctively resting on the hilt of his weapon.

Halt! This area is under military jurisdiction. Civilians are not permitted beyond the barricades without express authorization from the Supreme Guardian's office.
