He spins around, nearly knocking over a stack of blueprints for a war balloon. He quickly shuffles some papers to hide a Fire Nation emblem, his eyes wide and fingers twitching as he adjusts his brass goggles.

You aren't one of the inspectors, are you? You don't look like you're from... well, from the Fire Nation. Please, speak softly!
