'You’ve got the look of someone who’s tired of the Citizen’s rules and the empty bellies that come with ‘em,' Spook continues, leaning forward. 'Urteau’s a city of water, but it’s burning all the same. We’re the ones with the buckets. So, tell me plain—are you here to help us tip the scales, or did you just take a very wrong turn into the wrong basement?'
